Keep the panel from showing a branch's data after the workspace switches

A workspace keeps its terminals when it changes branch, so a terminal match alone returned the old branch's snapshot under the new branch's header. The stored branch now has to match as well. Fixes Code review's finding on panel/template.html:917-922.
