Show the connection check as a notification and in Logs

Orca 1.4.245's command palette drops a command's result, so "Entire: Check connection" looked like it did nothing. The command now logs its report to stdout (the plugin's Logs) and shows a desktop notification, which needs the notifications:show capability. It still returns the report for the Run button in Settings, which shows the first 200 characters.

The harness fakes notifications.show, and the docs note how Orca handles command results.
