Explain how to run the Orca harness from WSL

The launcher needs Windows Node, and WSL here keeps Windows off its PATH (appendWindowsPath=false). When Linux Node runs it inside WSL, it now prints the command that calls node.exe by its path from the repo under /mnt/c. CLAUDE.md and the README say the same, and CLAUDE.md notes that the old WSL copy has no harness.
