Let each merge gate open to show what decided it

Approvals list each reviewer and their state, checks list each run with its app and duration, findings show each reviewer's counts and the blocking severity, and up to date shows how far behind the base it is. Every gate also shows its rationale, when it was checked and at which commit. The panel remembers which gates and finding cards are open across its once-a-minute rerender.
