Correct how to load and reload the plugin in Orca

Orca 1.4.245 has no Restart button for plugins. A development folder runs in place and reloads its manifest by itself, but a running worker keeps its code until it stops, so turn the plugin off and on after editing the worker. Installing from the folder any other way copies it into %APPDATA%\orca\plugins, and that copy ignores later edits.
