refactor(web): keep setup instructions in the README and wizard

The landing page no longer repeats local setup: the Setup nav item, the "Before you start" block, the command tabs, and the #local-setup links are gone. The demo and workshop link to the workshop instead. "NOT_RUN" copy now reads "was not run".
