Keep ENTIRE_API_BASE_URL's host for repo-scoped entire api requests

A --to cell request naming {repo_id} dialed the processing placement's cell even when ENTIRE_API_BASE_URL named a local or direct cell, so a raw request meant for a dev server, mutations included, could reach the hosted cell. An explicit override now wins like --jurisdiction does; the placement still supplies the id.
