Add trail list --mine across every region

A project trail lives in its project's cell, so a cell's /me/project-trails only knows the caller's trails homed there. trail list --mine asks every jurisdiction's default cluster, merges by latest activity into one page, and reports unreachable regions as partial, like the web sidebar. The routing doc records it as the exception to the home-cell /me rule.
