fix(checkpoint): regrow the chunk size after any clean batch; document it

A batch whose attempted chunks all landed now doubles the remembered size even when the budget left refs untried, so a transient stall cannot pin a draining backlog at tiny chunks. Docs describe the budget-cut stop, the rotation and the remembered chunk size.
