Add entire project agent create for custom review agents

Creates a custom agent (instructions, harness, model, reasoning effort, timeout, and signal) reviewing the current repository, in the environment add would choose. --when sets which pushes run it, or manual for none; --branch and --path filter push runs. Every flag is checked against the API's limits before the project is resolved.
