pre-push: peel only pushed tags when looking for held commits

Peeling read a tag object for every pushed line, even with nothing waiting: about 3s for a first push of 20,000 tags under manual. Return when no checkpoint is waiting, compare the pushed hash first, and peel only tag lines.
