Add trail runner, update-branch, and ci-pr

trail runner list/show/start/rerun-review inspect and launch a change's configured runners, trail update-branch merges the base into an Entire-native change's branch on the server, and trail ci-pr creates or links the GitHub pull request that runs CI. All use the cell's repository-ID routes, so legacy working contexts now carry the repo ID.
