fix(checkpoint): give the unbounded batch's fallback a fresh budget

An explicit push's batch is unbounded, but the flush budget started before it, so a batch slower than the budget left the per-ref fallback an expired deadline and its refs were never retried. Open the fallback's budget after an unbounded batch. Name the batch bound instead of a bare bool, and test the ssh command-line parsing directly.
