fix(checkpoint): skip a checkpoint with its own ref even when its v1 copies can't be read

The performance change compared copies before looking up the ref, so a read failure on a checkpoint that already had its ref stopped the doctor scan and migrate-checkpoints; such a checkpoint is skipped again.
