trail create: name a kept branch and cache only the current checkout

Review fixes: when the Trails read fails and the server then refuses, say that the branch already published for the trail is kept. Record a Trails-off answer only for a create in the current checkout; with --repo it is about another repository and the cache has one slot per clone.
