Repeat run list's filters with its cursor

entire-api binds a runs cursor to the listing's filters and refuses one sent without them, while per_page is read on every page. run list refused --agent and --status with --cursor, so the next page of a filtered listing always failed. It now sends them, and the next-page hint repeats them.
